Regarding the Russo-Japanese War. Possibly apocryphal. Quoted in the memoirs of Count Witte, several years later, as a retort by Plehve to General Alexey Nikolayevich Kuropatkin, who accused Plehve of supporting the conflict for expansionist reasons.
