Neilson was the co-chair of the Sponsor Committee, Fourth Annual Conference of the American Committee for Protection of Foreign-Born. It was read to the conference on 1940-03-01, and entered into the Congressional Record (along with other letters received) on 1940-03-11.<br><br>

Just over two years later, 1942-02-19, FDR signed <a href="https://en.wikipedia.org/wiki/Executive_Order_9066">Executive Order 9066</a>, authorizing the evacuation of all persons (which largely meant Japanese-Americans) deemed a national security threat from the West Coast to internment centers further inland. The EO was in effect until rescinded by Roosevelt in 1944-12 after the Supreme Court ruling in <em><a href="https://en.wikipedia.org/wiki/Ex_parte_Endo">Ex parte Endo</a></em>.						</span>

The letter was delivered with a speech by Archibald MacLeish (appointed by Roosevelt as Librarian of Congress, 1939-1944) titled "A Free Man's Books."  This was shortly after FDR named April 17 as "Victory Book Day".<br><br>

This quotation was turned into <a href="https://www.loc.gov/pictures/item/96502725/">a poster by S. Broder</a>, published by the US Office of War Information in 1942.

<span class="tab">In our disillusionment after the last war we preferred international anarchy to international cooperation with Nations which did not see and think exactly as we did. We gave up the hope of gradually achieving a better peace because we had not the courage to fulfill our responsibilities in an admittedly imperfect world.<br />
<span class="tab">We must not let that happen again, or we shall follow the same tragic road again &#8212; the road to a third world war.</span></span></span></p>

<span class="tab">The first is <em>freedom of speech and expression</em> &#8212; everywhere in the world.<br />
<span class="tab">The second is <em>freedom of every person to worship God in his own way</em> &#8212; everywhere in the world.<br />
<span class="tab">The third is <em>freedom from want</em> &#8212; which, translated into world terms, means economic understandings which will secure to every nation a healthy peacetime life for its inhabitants &#8212; everywhere in the world.<br />
<span class="tab">The fourth is <em>freedom from fear</em> &#8212; which, translated into world terms, means a world-wide reduction of armaments to such a point and in such a thorough fashion that no nation will be in a position to commit an act of physical aggression against any neighbor &#8212; anywhere in the world.<br />
<span class="tab">That is no vision of a distant millennium. It is a definite basis for a kind of world attainable in our own time and generation. That kind of world is the very antithesis of the so-called new order of tyranny which the dictators seek to create with the crash of a bomb.</span></span></span></span></span></span></p>
