In the Wall Street Journal (13 Nov 1962), King used the line, "It may be true that the law cannot make a man love me, but it can keep him from lynching me, and I think that's pretty important." In Strength to Love, 3.3 (1963), he wrote, "Morality cannot be legislated, but behavior can be regulated. Judicial decrees may not change the heart, but they can restrain the heartless."

In no sense do I advocate evading or defying the law, as would the rabid segregationist. That would lead to anarchy. One who breaks an unjust law must do so openly, lovingly, and with a willingness to accept the penalty. I submit that an individual who breaks a law that conscience tells him is unjust, and who willingly accepts the penalty of imprisonment in order to arouse the conscience of the community over its injustice, is in reality expressing the highest respect for law.
